DRAFT MINUTES OF PARISH COUNCIL MEETING
Annual Meeting of the Parish Council
held on Thursday 5th May 2022
at 7.45 pm, at Edingale Village Hall
Members present:
Cllrs Startin (Chair), Cliffe, Lacey, Mason, Meikle and Purkess
Present: Mrs M Jones, Clerk to the Parish Council, 3 members of the public.
15/22. To appoint a Chair of the Parish Council. To receive the Chair’s Declaration of Office
Cllr Startin was proposed by Cllr Mason and seconded by Cllr Cliffe; RESOLVED that Cllr Startin be appointed Chair for the year.
16/22. To receive and approve apologies
Cllr Dhillon had apologised as he was on holiday and his apology was accepted.
17/22. To receive any Declarations of Interest
None received.
18/22. To approve the draft Minutes of the meeting of 4th April 2022 The Minutes were approved and were signed by Cllr Startin.
19/22. To review Standing Orders, Financial Regulations, Financial Risk Assessment and Asset Register
The updated policies were approved. The Clerk would check whether the Play Lodge had been donated to the Village Hall and should therefore be removed from the Asset Register and insurance and report back on this to a future meeting.
She would also update the Code of Conduct in due course.
20/22. To consider renewal of the Parish Council’s insurance
The paperwork had only just been received from the insurers. Details would be circulated but the Clerk confirmed that it met the Parish Council’s needs and that renewal was appropriate.
21/22. To receive the Clerk’s Report
The 30mph sign at the Croxall end of the village was still lying on the verge and had been reported again – Highways had confirmed a non-urgent work instruction.
Litter on A513 – Lichfield District Council would liaise with Staffordshire County Council Highways on clearing this.
Footpath beyond the church – the contractor had quoted £600 including materials to work on the path in the Autumn. This was acceptable; it was suggested that access from the field would be easier.
22/22. To consider any planning matters
Application 22/00625/FUH; 9 Pessall Lane; single storey extension to the front; it was agreed that there was no adverse effect, RESOLVED no objection.
23/22. To consider progress on village name signs
A revised quote had been received from the preferred firm. It was RESOLVED to order 6 gateways for the village locations, with National Forest logos on the three name signs, and an application would be made for grant funding from The National Forest. A quote would be obtained for the installation.
24/22. To consider Best Kept Village Community Competition
Cllr Meikle was co-ordinating Edingale’s entry and reported that there had been a massive effort by local people and the village now looked extremely tidy. He had met judges on May 1st, they had been impressed by the map and by initiatives such as the People’s Orchard and hedgehog hotel. Extra points were available for community involvement. The second round of judging would be in June.
25/22. To receive Councillors’ Reports
Cllr Cliffe reported on work to fill a pothole in Pessall Lane. She also commented on the excellent work done by Village Gardeners on the pathway.
Cllr Mason said that planning for the Open Gardens and Scarecrow Weekend was going well, more helpers were needed, he asked for a link to the entry form to be put on the Parish Council website. He also asked for two Parish Councillors to judge the Children’s Jubilee competition.
Cllr Meikle said that parents with buggies were appreciative of the improved pathway. He suggested spraying the pathway sides every Spring to stop regrowth.
Cllr Lacey said that the private drive being constructed off Mill Lane had taken a wide splay out of the verge. Planning would be informed.
Cllr Startin said that Mr Pilgrim would attend HM The Queen’s Garden Party at Buckingham Palace. He was thanked for all he had done for the village.

It was RESOLVED to approve the payments; Cllr Purkess would authorise these.
