DRAFT MINUTES OF PARISH COUNCIL MEETING
Meeting of the Parish Council
held on Monday 7th February 2022
at 7.30 pm, at Edingale Village Hall

133.To receive and approve apologies
None received.
134.To receive any Declarations of Interest
None received.
135.To approve the draft Minutes of the meeting of 5th January 2022
The Minutes were approved and would be signed at the next meeting.
136.To hold the public session
No members of the public were present.
137.To receive the Clerk’s report
Trent Rivers Trust; a film had been made about works on the River Mease and included contributions by local farmers, Cllrs Startin and Mason. This had been made available on the website.
Decision about pupil transport; Cllr Alan White had confirmed that Staffordshire County Council had decided not to reinstate the Temporary Vacant Seat Scheme.
Updates from Highways; Various long-standing issues that had been reported had still not been actioned.
Mud on road; Following complaints about mud left by tractors on Croxall Road past the school Cllr Startin had contacted the farmer, they had attempted to clear this but the road had remained slippery and a car had crashed into a ditch. Members of the public and the Clerk had reported the mud to Highways who had dealt with it.
138.To consider any planning matters
The previous applications awaiting a decision by Lichfield District Council were still outstanding awaiting reports and/or final decisions.
- To consider progress on village name signs
Cllr Mason reported on a site meeting with a representative of a company which could provide village gateway type signs for each entrance into the village. The Cllrs discussed the effect on traffic, and issues of visibility, location, safety, type of materials and cost, which would be met from the capital fund. It was agreed that village name plates on gates would slow traffic entering the village and the Cllrs were broadly in favour of having these installed. A meeting would be held to discuss the exact locations and quotes would be considered at a further meeting.
Information would be posted on the website so that residents could be consulted on the Parish Council’s intention to replace the signs.
140.To consider a ‘20 is plenty for Staffordshire’ scheme
Cllr Meikle explained his further findings and after discussion it was agreed not to proceed with this scheme at present, although it could be considered in the future if evidence was obtained that other Parish Councils had found it effective.

To consider work required to pathway off Rowley Close
Cllr Mason reported that the pathway through the open space off Rowley Close had deteriorated since installation and that grass was encroaching along the edges. It needed to be scraped and debris removed. He would ask Steve to do investigatory clearance and would report back to the next meeting on further work required.
- To receive Councillors’ Reports
Cllr Cliffe mentioned a pothole in the centre of Pessall Lane. Cllr Dhillon agreed that potholes previously repaired further along the lane were already breaking up again.
Cllr Meikle mentioned a dent to a sign on Lullington Road.
He also complimented those who had organised the recent enjoyable functions at the Village Hall.
Cllr Lacey said that the pothole in Church Lane recently reported was now huge, this would be reported again.
Cllr Mason said that the Christmas lights had not yet been taken down and could be damaged, the Clerk would contact the electrician to arrange this.
He had met the tree surgeon to arrange the safety inspections of the trees on Parish Council land.
There was a long section of road damage near the middle bend on the Harlaston Road, this should also be reported.
He also said that Open Gardens would take place over the weekend of 18/19 June, this would include scarecrows but not musical events.
He asked for clarification on the Parish Council’s budget for the Queen’s Platinum Jubilee event, this was £1000 and the Clerk would send the application form to Cllr Purkess, treasurer of the Village Hall.

144.To receive a Financial Report
The current account stood at £13,100; capital totalled £69,380. Performance against budget was satisfactory.
RESOLVED to approve the Financial Report, see Appendix 1.
145.To approve the payments on the payment schedule
Mrs M Jones, salary and expenses, £211.11;

Lichfield District Council, Croxall Lakes bin supply and emptying £236.70
It was RESOLVED to approve the payments; Cllr Dhillon would authorise these.
