DRAFT MINUTES OF PARISH COUNCIL MEETING
Meeting of the Parish Council
held on Monday 3rd February 2025
7.30 pm, at Edingale Village Hall
Members present: Cllrs Startin (Chair), Baughen, Cliffe, Maskery, Mason, Meikle and Sivieri.
Present: 2 members of the public, Lichfield District Cllr Bennion.
15/25 To receive and approve Apologies None received.
16/25 To receive any Declarations of Interests Cllr Mason, payment under item 28/25.
17/25 To approve the draft Minutes of the Meeting of 6th January 2025 The draft Minutes were approved and signed.
18/25 To adjourn, to hold the public session, to reconvene the meeting Cllr Bennion reported on progress on the new Local Plan, the Severn Trent pipeline and the proposed Staffordshire Unitary Authority. A resident asked for clarification on the pipeline and this was discussed – it seemed likely to go ahead, representations from those affected were ignored, disruption would affect many in the Mease Valley during construction.
19/25 To receive the Clerk’s Report Churchyard funding – the churchwarden would respond in time for the March meeting when information from the treasurer would be available. Dog control – the website, Facebook page and Mease News had been updated with information. A letter had been received from a resident, response to be sent. Dog owners would be advised to keep dogs on leads until it was safe to let them off.
20/25 To consider any Planning matters No applications received.
21/25 To consider Lease of Land off School Lane The matter was now in hands of the solicitor; progress to be reported to the next meeting.
22/25 To consider a donation towards Village Hall doors RESOLVED that the donation would be £8000 as previously agreed; as the quote was higher the Village Hall would pay the difference. Payment from the capital fund; for clarity the contractor should send invoices to both the Parish Council and Village Hall.

23/25 To consider arrangements for training in CPR and use of the defibrillators The date of February 20th had been confirmed with Have a Heart, Tamworth. Various Cllrs were able to attend; villagers would be encouraged to confirm attendance.
24/25 To consider costs of Harlaston Road tree scheme Cllr Mason updated the meeting on the recent planting of whips by a group of volunteers from both parishes, he would be reimbursed for the tree pack. RESOLVED to share costs of the project with Harlaston Parish Council at up to £500 per Council. The grant from the County Council was still under review. Cllr Mason was thanked for organising this scheme.
25/25 To receive Councillors’ Reports and questions Cllr Baughen reported on a recent accident involving the school transport – it was agreed the Council would contact County Cllr Alan White to pass on Cllrs concerns about overcrowding and safety risks on the school bus. Cllr Meikle observed that the users of the new Link Dial a Bus service were very satisfied. He also said that Best Kept Village entry was due soon and new notice boards were required – this would be on the next agenda. Cllr Sivieri was pleased that the replacement bridge at Walton would be built this year. Cllr Mason asked whether any information had been received on VE Day celebrations, the Clerk would look into this. He also asked for the Highways Officer to be chased up regarding the recent flooding event.
26/25 To receive Correspondence Resident regarding dog fouling, dog control and path drainage – response to be sent Catton Park organisers – Parish Councils’ meeting invitation – Cllrs Startin and Meikle to attend, 12th March 7pm, Walton Village Hall Lichfield District Council – Parish Network meeting, 27th February SCC Cllr Alan White – decision on Climate Action Fund to be confirmed shortly Sarah Edwards MP – meeting the Minister on the flooding issue and will report back Staffordshire Parish Councils Association weekly bulletins Staffordshire County Council confirming funding for extra grass cut in March Highways newsletter – Highways Report It app now improved Edingale Village Hall newsletter NALC Chief Executive’s bulletin Severn Trent Councillor newsletter
27/25 To receive a Financial Report See appendix 1 below. RESOLVED to approve the report.
